On July 1992, a commemorative plaque on the western wall of the building (19, Vytauto St.) was attached; it bears an inscription: “The basements of this building date back to the difficult past of Lithuania: the Gestapo of Nazi 1941-1944, NKVD of Bolshevik regime1944-1953”.
Around the same time, memorial plaques were set in memory of the victims of NKVD, NKGB and the Gestapo. The idea was initiated by the union of Lithuanian political prisoners (LPKTS MS). Authors of the plaque are sculptor Jonas Dulinskas and architect Valentinas Medelis .
NKVD was using basements of the house to torture prisoners. In the northern part of the building five chambers, a punishment cell and a sanitary room still remain. However, the Gestapo was never located at this address, even though the commemorative plaque tells otherwise in the inscription. Aldona Vilutienė, witness of the event, remembers that leader of the union Vytautas Raibis together with few other members put the plaques in their car and went to attach them on city’s buildings. Originally, the plaque should has been placed on the Vilkaviškis Curia’s building (17, P. Kriaučiūno Str.). However, it was not approved. Then V. Raibikis, on his own initiative, affixed the plaque on Vytautas St. 19.
