On July, 1992 the commemorative plaque on the building 51 Kudirkos St. was attached; it bears an inscription: “Horrid torture was inflicted in the basement, the conscience and the human dignity trampled upon (- by you). Innocent bodies buried right here (- by you -) 1944-1950”.
Around the same time, memorial plaques were set in memory of NKVD, NKGB and the Gestapo victims. The idea was initiated by the union of Lithuanian political prisoners (LPKTS MS). Authors of the plaque are sculptor Jonas Dulinskas and architect Valentinas Medelis . No memorial celebrations were held on the day event took place. Aldona Vilutienė, witness of the event, remembers that leader of the union Vytautas Raibis with few other members of the organization, put the plaques in their car and went to attach them on city’s buildings.
The building was built in 1933, it was project by Juozas Dragašius. From 1944 to 1953 it served as headquarters for NKVD (The People's Commissariat for Internal Affairs) and NKGB . Two short sentences on the plaque, quite clearly and unambiguously defines experiences of the imprisoned people.
